Development
in the City of Rockdale requires Council consent, which is gained by
lodging a Development Application. Preparing a Development
Application (or DA) can be a complex process, especially if you are
lodging one for the first time. The information on our website is
designed to help you understand the steps to take when lodging a DA.

Draft CLEP
A disclosure statement is required for a
Development Application, an
Environmental Planning Instrument, Development Control Plan or
Development Contributions Plan:
- if the reportable political donation
or gift is made within 2 years before the submission of the
application;
- if the reportable political donation
or gift is made after the lodgement of the application, a disclosure
statement must sent to the relevant consent or approval authority
within 7 days;
- lodged statements are available for
inspection at Council's Customer Service Centre, 2 Bryant St, Rockdale.

Disclosure Statement
Rockdale City Council regulates building
and development - commercial, industrial and residential - on behalf of
the community. Each DA is assessed
on its merits, using the City's Development Control Plans and other
relevant policies.
Council consent for development is
required by law, under the NSW Environmental Planning and Assessment
Act 1979. In most cases, a Construction
Certificate must also be obtained before building and development
begins.
A DA is a formal request for permission
to carry out proposed development. You must lodge a DA and have it
approved by Council before you begin. Generally, a DA
consists of:
- Plans and drawings of the proposed
development
- A Statement of Environmental Effects
and other related documentation
- An application form

follow explanation of the DA process.
In the first instance, use the
information in this section of the site and/or contact Council's
Customer Service Centre (on 9562 1666) to:
- Check to determine the development category of your
proposal. Some minor work may not require consent.
- Check how the City's planning instruments and codes
and other policies affect the proposal. It is your responsibility to
firstly identify all relevant controls, and secondly to ensure your
proposal satisfies these codes.
- Check whether there is any additional information you need to
submit with your DA.
- Determine the required fees
and charges (Refer Part 7 of Council's Management Plan)
You can print Application
Forms, complete, sign and bring them to Council's Customer Service
Centre at 2 Bryant St, Rockdale. Read the DA
checklist
before you lodge your DA.
Lodgement times for Development
and related applications are strictly between 8:30am to 4:00pm, Monday
- Friday at our Customer Service Centre.
If you are proposing a major development,
you should make an appointment to see an Officer from the Major
Development Team (call 9562 1677) before you lodge your DA.
The
Code describes the process for assessing and determining all
development and zoning applications in Rockdale City, except for Exempt
or Complying Development, which are covered in Development Control Plan
(DCP) No. 57 - Exempt and Complying Development.
The NSW Health and NSW Department of
Environment and Conservation have developed a health and environmental
information package for potential home renovators. This package is
available as a printed booklet or on-line at www.diysafe.nsw.gov.au

Background
The NSW Department of Planning requires
all councils in New South Wales to prepare new comprehensive Local
Environmental Plans (LEP) in accordance with the Standard Instrument
(Local Environmental Plans). Additionally, the Department has released
the Metropolitan Strategy Sydney Metropolitan
Strategy which sets out a long term plan for the Sydney
Metropolitan
Region which includes dwelling and employment targets to 2031 at a
Subregional level. More information on the draft subregional strategy

Current Status
Council is now preparing its new LEP in
accordance with the Standard Instrument. This LEP will apply to the
whole of the local government area and will set out new planning
controls for the City, resolve existing deferred matters and help
Council deliver projects such as Destinations Rockdale and the Thriving
Town Centres program.
The Draft comprehensive Rockdale City
Local Environmental Plan (CLEP), including written instrument and
accompanying maps, will be placed on public exhibition for an extended
period of time during 2009.
