Understanding Your Development Consent

You now have your 'consent' from Rockdale City Council. What do you do next?

A Development Consent has a limited life that must be strictly observed.

It is important that you follow the Conditions of Consent as approved. When a consent is issued, it is issued to the applicant. The applicant will receive the consent document and at least one copy of the 'approved' plan/s.

A consent is to be read in conjunction with the stamped plan/s. The first page of the consent outlines the general details about the application, what the consent is for, the address and associated plan numbers. The following sections of the consent have headings such as prescribed conditions, matters to be satisfied prior to construction certificate.

Having consent is approval to use the site for a specific use or built item, it is not an approval to start works of any kind until a Construction Certificate is issued.

8 steps once Consent has been granted

  • Step 1:
    Upon receiving the Development Consent, you will notice that there are conditions that must be complied with. The Development Consent is structured to assist the project management of the development.
  • Step 2:
    Decide who is to be the Principal Certifying Authority (PCA), either Council or an accredited certifier.
  • Step 3:
    Ensure that those matters in the Consent required to be done prior to the issuance of a Construction Certificate are completed.
  • Step 4:
    Apply for the issue of a Construction Certificate through Council or a private accredited certifier.
  • Step 5:
    The Construction Certificate, when issued, will require certain matters to be carried out. Also check the Development Consent as to what matters are required to be carried out prior to commencement of any works.
  • Step 6:
    Ensure all matters required to be carried out prior to commencement of works are done.
  • Step 7:
    Check the Development Consent as to what is required to be carried out prior to occupation and ensure such matters are done.
  • Step 8:
    It is common for Consents to require ongoing compliance. You should ensure that these conditions are conformed with.
